Germany is the top choice for engineering and science (free tuition). Ireland and Netherlands are best for tech and business graduates. France offers extremely low fees at public universities. Germany and Austria offer near-free tuition at public universities (€170–730/semester for all students including Indians). Czech Republic and France also have very low fees if you study in the local language. Sweden, Netherlands and Ireland charge market-rate fees but offer substantial scholarships.

For English-taught programs in Germany, Netherlands, Ireland, Sweden and France, yes — IELTS 6.0–6.5 or PTE 50–58 is typically required. Germany also accepts TOEFL.
