Yes and no, depending on the country. Japan and South Korea national universities cost as little as Rs 3-4 lakh/year in tuition — very affordable. Living in Tokyo or Seoul costs Rs 50-75K/month. Singapore and Dubai are more expensive (Rs 15-35 lakh/year total), but salaries post-graduation are also much higher. Government scholarships in Japan (MEXT) and Korea (KGSP) cover everything including living costs.
Singapore and Dubai English-medium programs accept IELTS 6.0-6.5 or PTE 50-58. Japan requires IELTS only for English-medium programs — Japanese programs need JLPT (Japanese Language Proficiency Test). South Korea similarly requires TOPIK for Korean-medium programs.
